Are Paypal and Ebay commiting fraud?

Am I the only person who has an issue with paying listing fees on ebay, then a final value fee, THEN a paypal fee to get my money? It seems to me that the final value fee or the paypal fee should be waived. It's like they are double dipping.
Obviously, they are the biggest online payment option but does anyone know of any others that are in the works?
Or am I really the only person who sees this as an unfair practice?
